To be fair, the intersection doesn’t lend very good visibility towards left-turners in the Tahoe’s position. Especially when the oncoming Accord is in the passing lane...

But maybe JUST MAYBE that’s why left-turners are given a RED ARROW to discourage turning when through-traffic has a green light:
